State Auditor Scrutiny Enhances Demand for Special District Consultants

August 31, 2006: O’FALLON, MO – Development Dynamics (D2) has recently taken administrative responsibility for 6 new special districts planning over $100 million in infrastructure improvements, as state auditors cast greater scrutiny on the implementation of special taxes to fund improvements.
The firm will provide administrative support services for 6 districts located in Dardenne Prairie, Lake St. Louis, Ozark, Troy, Columbia, and multiple counties in North Central Missouri. D2 will be responsible for financial planning and scheduling, management of the development process, and long term administration for each district. 5 of the projects are Transportation Development Districts (TDD) and 1 is a Community Improvement District (CID).
“State auditors are rightly paying closer attention to special tax districts than they have in the past,” D2 Principal Pat Nasi said. “Because of this increased attention, districts are turning to experienced advisors to help them plan and manage all of the complex details of their district.”
The firm provides planning, consulting, and administrative services to municipalities and developers who are creating special districts to fund improvements the cities need, but can not otherwise afford. According to Nasi, special districts can be extremely complex, and managing one successfully requires an intimate knowledge of each variable that could occur along the way.
Within the greater St. Louis area, D2 is administering (1) Dardenne Town Square, a $20 million Transportation Development District (TDD) in Dardenne Prairie, MO; (2) Lincoln Crossing, a $500,000 Community Improvement District in Troy, MO; and (3) the Hawk Ridge TDD, which involved nearly $13 million in transportation-related improvements.
In outstate Missouri, D2 provides services to (1) Ozark Centre TDD, a $3.2 million TDD that will serve as the community’s retail destination; and (2) the U.S. Highway 36/Interstate 72 TDD that covers Macon, Marion, Monroe, and Shelby Counties that is part of a large-scale $136 million multi-county project to fund improvements to Highways 36/72; and (3) the Lake of the Woods TDD in Columbia.
